I would like to make a floral and swirling digitally with various flowers and the like. What software do I need or I can recommend that clip art, and various tools to achieve this is? Thanks

Eh. Try to stay away from the clip art. You need to be found, either Illustrator or Photoshop. Is cleaner Illustrator vector-based court. An example is: http://www.veer.com/products/AYI0201685_ ...
But if you need assistance in the Department of inspiration. Illustration Veer.com tab should do it.
I recommend you invest in Adobe Photoshop. It is a great retouching software for creating digital images, photographs, visual effects production.
